Special Representative of the Secretary-General (SRSG) and Head of UNMISS

Ms. Anita Kiki Gbeho
On 10 April 2026, United Nations Secretary-General, António Guterres, announced the appointment of Anita Kiki Gbeho of Ghana as his Special Representative and Head of the United Nations Mission in South Sudan.
Ms. Gbeho brings over 25 years of experience in strategic planning, coordination and management in political, development and humanitarian affairs at United Nations Headquarters and in diverse conflict and post-conflict settings, including Angola, Cambodia, Iraq, Namibia, Somalia, South Sudan, and Sudan.
Since 2024, she served as Deputy Special Representative of the Secretary-General, Humanitarian and Resident Coordinator in South Sudan.
Prior to that, Ms. Gbeho served as the Deputy Special Representative (Political) of the Secretary-General in the United Nations Assistance Mission in Somalia, Deputy Joint Special Representative of the African Union-United Nations Hybrid Operation in Darfur, and as Resident Coordinator and Representative with the United Nations Development Programme (UNDP) in Namibia.
Ms. Gbeho holds a Bachelor of Arts in Social Sciences and African Studies from State University New York, USA, and a Master of Arts in International Relations from the University of Ghana, Legon.
Deputy Special Representative - Political (a.i)

Mr. Graham Maitland
On 19 August 2025, UN Secretary-General António Guterres appointed Graham Maitland as Ad Interim Deputy Special Representative of the Secretary-General (Political) at the United Nations Mission in South Sudan (UNMISS). Prior to this assignment, he was the Director of Eastern Africa Division of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO) in New York Headquarters.
He brings over 25 years of experience in diplomacy and policy in both the UN Secretariat and national government. In his previous position with DPPA-DPO, he oversees the Secretariat’s support to special political missions in Somalia, Sudan and the Horn of Africa and peacekeeping operations in South Sudan and Abyei.
Prior to his role in the UN, he served in several senior leadership positions in the South African Ministry of International Relations and Cooperation. From 2010 to 2014, he served as South Africa’s Ambassador to Sudan. Other positions in the Ministry include serving as its Chief Director for North and Central Africa and East Africa, respectively. In this position, he managed South Africa’s peacebuilding programmes in Comoros and South Sudan and was part of the South African Development Community’s mediation team, led by former President Joachim Chissano, for Madagascar.
In 2004, he was part of the research staff backstopping then Secretary-General Kofi Annan's High-level Panel on Threats, Challenges and Change. In 2002, he was Chairman of the Fourth Committee during the 57th Session of the UN General Assembly. He also served as Counsellor at the Permanent Mission of South Africa to the UN in New York from 2000-2003 during which he chaired the Working Group on peacekeeping operations of the Non-Aligned Movement’s work in the Special Committee on Peacekeeping Operations.
Mr. Maitland has an MA in International Relations from Tufts University - Fletcher School of Law and Diplomacy, as well as degrees from the University of Pretoria. He holds a post-graduate diploma in International Relations from Sciences Po of Paris. He speaks Afrikaans, English and French.
Force Commander
Mr. Junhui Wu
On 5 March 2026, United Nations Secretary-General, António Guterres, announced the appointment of Major General Junhui Wu of China as the new Force Commander for the United Nations Mission in South Sudan.
Major General Wu has 40 years of leadership and operational experience in the People’s Liberation Army (PLA) and in United Nations peacekeeping.
He previously served as Defense Attaché at the Embassy of China in Germany, Canada and Syria. From 2012 to 2014, Major General Wu was Assistant Director-General of the Peacekeeping Affairs Office at China’s Ministry of National Defense, where he coordinated PLA participation in UN peacekeeping operations.
Major General Wu has held numerous other senior-level positions within the PLA, including as Commanding Officer in the Mechanized Infantry Division, while earlier in his career, he served as Planning Officer at United Nations Headquarters, Deputy Senior Military Observer in MONUC and Military Observer in MINURSO.
Major General Wu has a Master’s degree in Military Science from China’s National Defence University and a Bachelor of Arts degree in Command from the Shijiazhuang Academy of Military Command, China.
Police Commissioner

Mr. Meinolf Schlotmann
Police Commissioner, Meinolf Schlotmann, joined the United Nations Mission in South Sudan UNMISS on 20 August 2025.
Prior to this appointment, he served as the Head of the Department for Foreign Assignments within the State Bureau for Education, Training and Personnel of the State Police North Rhine-Westphalia in Germany.
From 2019 to 2022, Deputy Chief Constable Schlotmann was Police Commissioner within the Rule of Law and Security Institutions Group of the United Nations Assistance Mission in Somalia, after having earlier served as Senior Police Advisor on Police Reform and Somalia’s New Policing Model.
From 2014-2015, he was the UN Police Chief of Staff for the UN Multidimensional Integrated Stabilization Mission in Mali. In previous roles, he served as the Deputy Head of the bilateral German Police Project Team in Afghanistan (2011-2012), the UNPOL Team Site Commander ZamZam within the African Union/United Nations Hybrid Operation in Darfur (UNAMID, 2009-2010), and as UNPOL Director of Operations within the United Nations Interim Administration Mission in Kosovo (UNMIK, 2005-2007).
As a subject matter expert on the role of police in peace operations and civil-military cooperation, Deputy Chief Constable Schlotmann has conducted lectures at various trainings and exercises, including those conducted by the United States Army Pacific in Malaysia and Mongolia, the 1st Corps in Germany and the Netherlands, and NATO at its Joint Forces Training Center in Poland. He was also member of a training team of the International Management Group delivering support to the reform of the Myanmar Police Force on behalf of the European Commission.
Deputy Chief Constable Schlotmann also supports the annual United Nations Police Commanders Course as mentor and facilitator, lectures at the United Nations Staff Officer Course, and is a member of the Advisory Board of the Swedish Armed Forces International Centre.
